Accelerating the COVID-19 vaccination programme in Italy would require a net incremental budget commitment of 36 billion euros for healthcare and social interventions — a cost justified many times over by the approximately 200 billion euros, equivalent to almost six percentage points of GDP, that delay would otherwise cost. This framing provided a novel and powerful basis for pressing forward that operated independently of, and in addition to, the public health case.
