    Abstract

The small cell network is a new paradigm for successful deployment of m-health applications aimed at enhancing the medical Quality of Service (m-QoS) and medical Quality of Experience (m-QoE) for the end users. This paper dilates upon the impact of 4G and beyond small cell heterogeneous networks for medical video streaming. Moreover, two system models have been introduced. The proposed learning and decision based adaptation controller takes context, content, cross layer related parameters to give estimated QoE as an Output.
